Job Title:        WorkForce Solutions Director

Intersection:  WorkForce Solutions

Reports To:   Chief Program Officer

FLSA:             Exempt

 

WorkForce Solutions Intersection

The goal of the Workforce Solutions Intersection is to increase the employment, retention, and earnings of participants, and increase occupational skill attainment by participants, and as a result improve the quality of the workforce, reduce welfare dependency and enhance the productivity and competitiveness of the local workforce.  Establish strategic partnerships with employers that lead to the placement of “ready-to-work” participants.  Create customized skilled training programs that lead to career ladder jobs.  Establish partnerships with companies seeking to advance and/or provide skill building to young professionals, and expand services to Re-Entry.  A continuum of services provided may include outreach, job readiness preparation, basic skills and occupational upgrade or training, job placement, retention and follow-up, as well as supportive services such as child care and transportation.

           

Position Summary

The Director is a visionary program developer able to see the “Big Picture”.  The Director is responsible for managing all Minneapolis Urban League (MUL) WorkForce Solutions Employment Programs and workforce development activities, including long-established programs as well as start-up activities.  The Director will ensure that all contract requirements are met, and support WorkForce Solutions managers, supervisors, and staff with expansion of their programs and services. 

 

Duties and Responsibilities

 

Program Delivery


C                                          Responsible for the implementation, management, supervision and evaluation of all workforce intersection programs and service activities in accordance with MUL policies and funding contracts.

C                                          Remains up-to-date on issues and policies relating to workforce and training development intersection, analyze trends and recommends solutions.

C                                          Manage the collection of program data.

C                                          Develop and implement long-term goals and objectives and achieve outcomes.

C                                          Develop evaluation framework to assess the strengths of the program and to identify areas for improvement.

C                                          Coordinate delivery of services among different intersections and programs to increase effectiveness and efficiency.

C                                          Develop a three-year outcome plan for Intersection and all program staff.

 

 

 

Administration


C                                          Participates in strategic planning and budgeting initiatives; determines service outcomes, measures, and reports status to the leadership team, contributors, contractors and community as required.

C                                          Works within the guidelines, policies and mission of the Minneapolis Urban League and will be accountable and responsible for specific projects as assigned.

C                                          Participates with pubic and community organizations, and other concerned agencies in the development of policies and procedures around workforce development.

C                                          Prepares reports to indicate progress of programs.

C                                          Demonstrates continuous effort to improve operations, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

C                                          Member of the Management Team

 

Human Resource Management


C                                          Direct, plan and coordinate the work of the workforce development intersection staff.

C                                          Ensure that all program staff and volunteers receive appropriate orientation to the workforce and training industry.

C                                          Supervise workforce development staff by providing direction, input and feedback, effective and timely communications.

C                                          Responsible for the selection, hiring, coaching, and discipline of employees and volunteers in consultation with the CAO and leadership team.

 

Partnerships and Alliances


C                                          Develop and manage collaborative relationships, service contracts and strategic partnerships to expand capacity, income generations and reduce expenses.

C                                          Develop strong relationships with the local Workforce Investment Board, State Department of Labor, and State, City, and County Department of Human Services to support, coordinate and grow existing programs and services.

C                                          Work in collaboration with other organizations to develop policies and legislation that supports the betterment of the workforce and training clients.

C                                          Recruit and manage volunteer advisory boards for significant initiatives.

C                                          Participate in local, national and regional conferences, boards and affiliate organizations.

C                                          Communicate with clients and other stakeholders to gain community support for workforce and training programs and to solicit input to improve workforce and training programs and services

 

Budget


C                                          Develop an annual budget and operating plan to support workforce and training intersection operating expenses.

C                                          Develops and negotiates Minneapolis Urban League funding contracts with foundations, corporations, and other governmental agencies.

C                                          Evaluates level of funding to ensure they are appropriate and makes adjustments as needed.

C                                          Meets with appropriate agency and contract managers and makes recommendations regarding funding levels as required.

C                                          Monitors subordinate staff to ensure budget revisions and budget requests are prepared within departmental guidelines, and are submitted within the established timeframes.

           

Development


C                                          Communicate agency goals, program needs and solutions to internal and external stakeholders.

C                                          Partner with the development department in researching funding opportunities and soliciting charitable contributions from corporations and government entities to fully fund intersection operations to ensure continuous delivery of services.

C                                          Strengthens, expands and explores earned income enterprising opportunities that the MUL could operate as a business and/or partnership, and explores new enterprising opportunities that create jobs.

C                                          Assists the development department in marketing program services to clients, internal and external stakeholders, and the general public.

 

 

Required Knowledge, Skills and Abilities: 

Knowledge of:


 

C                                          Vocational preparation methods, job analysis, and manpower development.

C                                          Recruiting and placement procedures used by private and public employers.

C                                          The provisions of the Workforce Investment Act and allied laws, ordinances, rules, and regulations.

C                                          Community programs and organizations.

C                                          Principles and practices of personnel management and supervision.

C                                          Microsoft Office applications, client records databases, internet and web-based networking and reporting technologies.

Ability to:


 

C                                          Perform a broad range of supervisory responsibilities over others.

C                                          Interpret and make decisions in accordance with ordinances, governmental regulations, and policies.

C                                          Communicate effectively orally and in writing with clients, agencies, and the public at large.

C                                          Observe, compare, or monitor data to determine compliance with prescribed operating standards, program regulations, or contractual requirements.

C                                          Write documents/reports using proper sentence structure, punctuation, grammar, and spelling.

C                                          Write proposals in the area of workforce development.

C                                          Plan, organize, implement, and evaluate new programs.

C                                          Develop new program policies and procedures.

C                                          Engage employers in developing individual job placement, customized sector training, and long term vocational technical service opportunities for clients.

C                                          Provide excellent management, problem solving, and organizational skills.

 

Experience & Training


 

C                                          Bachelor's degree in human services, business workforce development, or related field is required.  

C                                          Five to ten years of leadership or management experience in the non-profit sector.
